Expression of Interest No. EOI 04/2018 for

ASSET MANAGEMENT SYSTEM

Expressions of Interest (EOI) are called from reputable international Electricity Network Operators with proven world-class Asset Management Systems to assist Energy Fiji Limited (EFL) in the implementation of an Asset Management System for EFL’s Transmission and Distribution assets.

Objectives:

The aim of this exercise is to address the following areas of concern:

• Reduce the number of unplanned power outages by better managing our power system assets
• Recommend short and long term solutions in order for the organization to achieve world class power reliability on a sustainable basis; and
• Develop strategies to make EFL a world class electricity utility, or something EFL can benchmark against.

Scope of Work:

• Conduct a high level audit of EFL’s Power and SCADA network
• Conduct an audit of EFL’s T&D Asset Maintenance and Safety practice, Tools, Equipment, Test Equipment Fleet, etc.
• Conduct an audit of the T&D Organization structure, T&D training
• Address Personnel and Public safety issues
• Recommend solutions to address gaps in order to make EFL a world class power system

Selection Criteria:

• Reputable electricity Transmission and Distribution (132kV – 240V) operator
• Proven successful asset management system
• Operating under AS/NZ standards

Upon receipt of the Expressions of Interest, the EFL will invite shortlisted bidders to submit their proposals. Successful bidder will be required to work closely with the EFL team to ensure successful implementation of the Asset Management System with proven measurable improvement in performance.

EOI SUBMISSION

 It is mandatory for Bidders to upload a copy of their bid in the TENDER LINK Electronic Tender Box no later than 1600hrs, Wednesday, 30^th January, 2019.

Hard copies of the Tender bid will be accepted after the closing date and time provided a soft copy is uploaded in the e-Tender Box and it is dispatched before the closing date and time.

 Tenders received after closing time 1600hrs, Wednesday 30^th January, 2019.

• Lowest bid will not necessarily be accepted as successful bid.
