The position will be based at the Energy Fiji Limited’s Navutu Depot, Lautoka and will report to the General Manager Generation.
KEY OBJECTIVES:
The Manager Hydro Civil will be a key member of Energy Fiji Limited's (EFL) dynamic team responsible for the operation and maintenance of hydropower plants, Fiji's key power source. The incumbent must have the civil engineering knowledge necessary for the operation and maintenance management of civil facilities, including the safety management of hydropower plant dams, as well as a deep understanding of natural sciences such as topography, geology and the environment, and extensive experience in facility maintenance and repair work. EFL has included the expansion of renewable energy as part of its business strategy, and hydroelectric power is considered to be extremely important as a stable, long-term, economical source of electricity. EFL is working strategically and energetically every day to fulfill its mission of supplying safe and reliable electricity to the people of Fiji.
KEY RESPONSIBILITIES:
Overall management for hydro civil engineering duties
- Formulating and implementing a vision, policy, long-term plan, and mid-term action plan related to business strategy for the rational formation and operation and maintenance of hydro civil facilities;
- Supporting the operation of hydropower plants with high safety and economic rationality;
- Commanding the establishment and revision of internal rules and procedures related to operation and maintenance management and dam safety management, and sharing them within EFL;
- Developing rational management structures to ensure the soundness and safety of facilities, the appropriateness and safety of facility operation, and dam safety management;
- Establishing and revising rules and procedures for responding to emergencies such as large-scale disasters, and implementing internal/external communication, etc.;
- Providing technical guidance to hydro civil engineers, on-site team leaders, and staff on operation and maintenance to improve technical levels;
Ledgers and document management related to hydro civil engineering facilities
- Establishing a document management system, formulating and revising internal document management rules, and sharing them within EFL;
- Supporting and supervising the registration of asset information for the hydro civil engineering facilities;
- Establishing internal rules for transfer of materials related to hydropower projects such as as-built documents and drawings to the operation and maintenance department;
Maintenance management of hydro civil facilities
- Considering the soundness and safety of facilities to deal with major risks that exceed the design external force by large-scale earthquakes and floods;
- Managing the progress of the facility maintenance cycle based on internal rules and regulations;
- Developing policies and plans for dealing with issues and risks facing facilities, implementing measures, and managing implementation records;
- Ordering procedures for facility maintenance work, and managing the work progress and results;
- Executing tasks related to planning, designing, and construction management for refurbishment of hydro civil facilities;
- Handling of permit procedures required for refurbishment, etc.;
Operation management of hydro civil facilities
- Considering proper and safe facility operation to deal with major risks that exceed the design external force by large-scale earthquakes and floods;
- Considering power plant operation such as annual regulating reservoir operation with high safety and economic rationality;
- Managing the progress of the operation cycle of facility operation management based on internal rules and regulations;
- Developing policies and plans for dealing with issues and risks facing facility operation, implementing measures, and managing implementation records;
Dam safety management
- Establishing and revising dam behaviour measurement methods, evaluation methods, and rules for handling the results;
- Considering dam safety management to deal with major risks that exceed the design external force by large-scale floods and earthquakes;
- Managing the progress of the dam safety management cycle based on internal rules and regulations;
- Developing policies and plans for dealing with issues and risks related to dam safety, implementing measures, and managing implementation records;
- Ordering procedures for contracted work related to dam safety management and managing the work progress and results;
- Manage and ensure dam evacuation plan are in place including awareness to all stakeholders.
Human Resource development and technical skill succession and strengthening
- Constructing a system for developing and strengthening technologies and skills that clarify the technical capabilities that hydro civil, and establishing and revising internal rules for human resources development, etc.;
- Considering and implementing visualization of the technologies and skills possessed by hydro civil engineers;
- Considering and implementing clarification and visualization of the knowledge and skills that on-site team leaders and staff who operate and maintain hydro civil facilities should possess;
- Evaluating, verifying, and implementing measures for organizational capabilities.

KEY REQUIREMENTS:
- A Degree in Civil Engineering;
- 3 - 5 years of experience as a Manager Hydro Civil Engineering;
- Professional membership of International Civil Engineering associations will be desirable.
- Knowledge of geology, hydro-meteorology, hydropower and dam is essential;
- The incumbent should have a valid (not provisional) Group 2 Driving License.
