VAC 93/25 - MANAGER REGULATORY

The position will be based at the Energy Fiji Limited’s Head Office, Suva and will report to the General Manager Customer Services.

To manage and oversee EFL’s Regulatory Department, which includes:

  1. Inspection Section – responsible for inspection and connection of electrical installations to the EFL grid upon compliance with relevant standards and regulations;
  2. Meter Test Bench Function - testing of all meters for Authority’s use within customer installations – for new connections, upgrades and alterations, in line with Electricity Act;
  3. Regulatory Compliance & Licensing Functions – which manages, monitors & analyses the licensing of generator installations, electric wiremen and electrical contractors; and carries out independent investigations on Electrical Incidents arising in severe injury, death or damages in line with Electricity Act.

Key Responsibilities:

  • Provide Advice and Updates to General Manager Customer Services on Operational and Service Delivery Programs in Alignment with SBA Corporate Goals and Requirements;
  • Ensure Delivery of Annual Commercial Regulatory KPIs;
  • Oversee both Technical & Administrative Functions of the Regulatory Sections and Functions to ensure Efficient & Effective Operations of each;
  • Planning, Monitoring & Development of Resources - to ensure Timely Delivery of Projects during Rural Electrification Programs and Daily Work Programs;
  • Preparation of Reports for Fiji Consumer & Competition Commission (FCCC)  as the current Regulator of the Electricity Act for functions passed on to EFL to act as agent of the Regulator;
  • Preparation/ Collation of Reports on Regulatory Functions on a Monthly Basis for Board Reports and Action of Departmental Board Action Items;
  • Formulation of Department’s Budgetary Requirements and Continuous Monitoring to Ensure No Overspending;
  • Continuous Monitoring of Inspection Work Processes, Policies, & Procedures to Ensure Improved Customer Service Levels;
  • Management of Overall Safety of Subordinates & Departmental Staff through Compliance and Adherence to Safety Policies and Processes;
  • Conduct Consultation Meetings with Electrical Contractors, and Relevant Stakeholders to Ensure Keeping Abreast with International Standards, Best Practices and Policies;
  • Analysis and Follow Up on Customer Complaints and Customer Faults;
  • Liaise with Relevant Government Ministries and Authorities on EFLRegulatory Requirements in line with the Electricity Act 2017;
  • Liaising with Customers and Electrical Consultants & Contractors on Relevant Regulatory Issues and Complaints and providing sound advice and opinion on Wiring & Installations.

  • Possess sound knowledge of Fiji’s Electricity Act, Legal Requirements and relevant legislation, policies and best practices

Key Requirements:

  • Degree in Electrical Engineering with at least five (5) years of work experience in a power/electric utility.
  • Group 2 (not provisional) driving license
