VAC 72/24 - MANAGER CIVIL

The position will be based at the Energy Fiji Limited’s Head Office, Suva and will report to the General Manager Special Projects.

Position Overview and Key Objective

The Manager Civil is accountable for leading the development of key strategies, tactics and capabilities of Energy Fiji Limited’s Civil Engineering functions and for delivering outcomes organization-wide. The role has a significant impact throughout the organization by providing strategic and operational advice and guidance to all levels of company management and by exerting leadership influence on the evolution of organizational culture and its alignment with business strategy.

The position is accountable for leading contemporary practice to ensure the effective delivery of civil engineering services. As well as leading the team, this role will contribute to Projects and ensure all aspects of the Projects are delivered in accordance with Energy Fiji Limited’s governance, technical standards and agreed performance outcomes.

The incumbent will be responsible for working on all facets of power supply infrastructure, spanning power generation, transmission and distribution assets, and other support services such as Properties and Buildings. The incumbent will be involved in entire life-cycle of an asset, from conceptualization to planning, design, construction to handover to asset owners and then operational support via direct or indirect supervision.

Success in this role is characterized by impactful and influential leadership to ensure strong engagement and culture across the business functions, collaboration across the business and successful delivery of the functional activities to support the achievement of Energy Fiji Limited’s business goals and objectives. 

Key Responsibilities:

  • Actively contribute to business planning, divisional leadership initiatives and strategy;
  • Serve as a strategic partner and trusted advisor to the Executive Management Team; establish and maintain strong relationships with Executives and the Chief Executive Officer to identify and respond to business needs;
  • Understand the processes which derive the financial results and ensure suitable controls are in place to ensure ongoing resilience and reliability in achieving business outcomes;
  • Proactively manage budgets to ensure activities and investments meet the organisation’s financial objectives;
  • Proactively identify and implement changes to achieve cost efficiency, whilst pursuing revenue opportunities to position EFL for innovation and growth;

  • Lead the development, review, maintenance, implementation and evaluation of the operational plans, policies, procedures and frameworks that govern the business function;
  • Ensure the development, monitoring, analysis and reporting of relevant performance metrics for the function, with value-adding commentary and insight, to demonstrate the extent of success in meeting organisational performance and/or improvement targets;
  • Deliver Civil Engineering technical aspects of the project through liaison between the engineering discipline managers and the customers to coordinate services and deliverables;
  • Consult with relevant stakeholders to balance between technical design solution with commercial feasibility and risks;
  • Lead the delivery of all project related technical services by:
    • allocating program resources/ Ensure resource availability and work cross functionally to deploy them;
    • securing all necessary internal and external approvals;
    • managing all program stakeholders;
    • ensuring compliance with Engineering Codes of Practice, standards and Management Systems;
    • ensuring all safety, quality and environmental requirements are met; and
    • Overseeing the technical authority for all engineering and design related works.

    • Manage service provider partnerships that deliver exceptional value, through support of organisational objectives, adherence to defined support service levels and leveraging these capabilities as appropriate.

  • Preparation of technical deliverables (including project resource plans, design briefs, engineering scope, concept & detailed designs, technical investigations, development application documentation, contract technical specifications) for power stations, transmission lines and substation engineering projects;
  • Contribute to the development of project budgets, scope and objectives, project management and resource plans;
  • In collaboration with management, define resource requirements and effectively procure, mobilise, manage and lead the team to achieve project deliverables and manage defects post practical completion;
  • Production of project design deliverables and lead & manage a multi-disciplinary team of engineers & para-professionals including external service providers
  • Collaborate with Operations SBA’s and departments (Network, Generation, Properties) to ensure optimum business outcomes for EFL;
  • Contribute to the ongoing development of the Asset Engineering Management System;
  • Measure engineering and design performance using appropriate tools and techniques to monitor performance and report and escalate to Executive Management team as needed;
  • Report on progress of deliverables, including identifying and resolving upcoming issues which may cause delays to commitments;
  • Manage allocated project implementation risks within the delegated Engineering Authority framework;
  • Oversee the development and maintenance of the Asset Design manuals and templates;
  • Understand specific technical issues and limitations related to the operation and maintenance of the assets and tailor the solution to manage all requirements;
  • Identifying, engaging and coordinating external technical resource for project support and delivery
  • Participate in the Technical Committees for regular policy and manuals reviews; Ensure all proposed work complies with EFL’ policies and procedures and applicable laws and standards;
  • Carry out the role in a professional and ethical manner and in accordance with EFL’s values, Code of Conduct and other policies, lead by example; demonstrate personal accountability for self-development and for achieving quality and timely results.and be an EFL brand ambassador;
  • Undertake other duties commensurate with skills and classification level, as directed by General Manager Special Projects or Chief Executive Officer;
  • Notify relevant Executives of any significant matters and/or incidents as they arise.

Key Requirements:

  • The Candidate should hold a Degree in Civil Engineering with at least seven (7) years of experience in engineering and managing large infrastructure projects; or Candidate should hold a Masters in Civil Engineering with at least five (5) years of experience in managing significantly large infrastructure projects;
  • Demonstrated capacity to manage human and other resources to achieve identified outcomes.
  • Experience in dealing with the public;
  • Good planning, organisational, analytical, problem-solving and decision-making skills;
  • Report writing skills;
  • Ability to produce high quality work under pressure and meet deadlines;
  • Knowledge of computer systems including familiarity with MS Suite of Projects;
  • Proficient in MS Project and Project Tracking Tool/Software;
  • Demonstrated knowledge in AS 7000 and AS/NZS relevant to civil and structural engineering;
  • Ability to work with municipal councils, Governments/ Government instrumentalities, private sector, professional bodies, community groups/ community, kindred organisations and industrial bodies;
  • Extensive experience in preparing detailed estimates for projects;
  • Well-developed communication skills;
  • A demonstrated commitment to customer service;
  • Formal training in FIDIC Suite of Contracts;
  • Must be a member of a Professional Engineering body;
  • Formal training in Project Management;
  • The candidate must have a valid (not provisional) Driving License;
  • Must continuously live the EFL values and maintain the EFL image at all times.
