REVIEW AND REVISION OF EFL’S FINANCE POLICY AND PROCEDURES
Energy Fiji Limited (EFL), Fiji’s national electricity utility and a state-owned enterprise, is inviting proposals from internationally recognized consultancy or audit firms to conduct a comprehensive review and revision of EFL’s Finance Policy and Procedures.
This consultancy assignment seeks to modernize and future-proof EFL’s financial governance framework through to 2035. The selected firm will benchmark EFL’s policies against global best practices, address digital transformation, integrate ESG and climate finance principles, and ensure alignment with international financial reporting and auditing standards.
Scope of Services
The successful consultant will be required to:
- Conduct a full diagnostic review of EFL’s current finance policy and procedures;
- Benchmark EFL’s framework against global standards and peer utilities in Fiji, the Pacific, Australia, and New Zealand;
- Integrate modern themes such as blended finance, digital transformation, ESG, cybersecurity, disaster resilience, and climate risk governance;
- Develop an updated Finance Policy Manual with supporting SOPs, Decision Authority Matrix, and implementation roadmap;
- Facilitate internal stakeholder consultations and capacity-building workshops; and
- Deliver final recommendations for Board endorsement within a 4 to 8-week timeframe.
Eligibility Criteria
Interested consultancy firms must:
- Be a reputable international or regional firm with a minimum of 10 years’ experience in financial governance, preferably in utilities or SOEs;
- Demonstrate strong regional and global benchmarking capabilities;
- Provide a multidisciplinary team including expertise in finance, digital systems, ESG/climate finance, risk, and governance;
- Show successful delivery of at least two comparable assignments in the last 5–8 years;
- Comply with the highest standards of independence, confidentiality, and professional ethics.
Selection Criteria and Weighting
Proposals will be evaluated using the following weighted criteria:

Submission Requirements
Interested parties are requested to submit:
- A technical proposal outlining methodology, team composition, relevant experience, and project timeline;
- A financial proposal with a detailed fee breakdown and milestone-based payment schedule;
- CVs of key personnel, case studies of past work, and declarations of independence.
