VAC 122/25 - PROJECT DIRECTOR HYDRO - PIU

The Project Director Hydro leads and oversees the Project Implementation Unit (PIU) to ensure the efficient, timely, and cost-effective delivery of capital projects aligned with Energy Fiji Limited’s strategic objectives. This role is responsible for the planning, execution, monitoring, and successful completion of major infrastructure, network, and generation projects, ensuring adherence to EFL’s technical, financial, safety, environmental, and governance standards. The Project Director provides strategic leadership, manages stakeholder relationships, and drives continuous improvement in project delivery capability within EFL while reporting directly to the Chief Executive Officer.

Key Responsibilities

Strategic Leadership & Governance

  • Provide strategic direction for all major capital and operational projects within the PIU.
  • Develop and implement project governance frameworks, methodologies, and delivery standards.
  • Ensure alignment of project objectives with EFL’s corporate strategy, the Asset Management Plan, and regulatory requirements.
  • Lead project prioritization and resource allocation across the PIU.

Project Planning & Delivery

  • Oversee end-to-end planning, design, procurement, execution, and commissioning of large-scale infrastructure and energy projects.
  • Ensure all projects are delivered on time, within approved budgets, and to required quality and safety standards.
  • Lead risk assessment and mitigation planning across all projects.
  • Monitor project performance using KPIs, dashboards, and regular reporting mechanisms.

Financial & Contract Management

  • Develop and manage project budgets and long-term capital investment plans.
  • Oversee preparation, evaluation, negotiation, and administration of contracts, including EPC, consultancy, and material procurement agreements.
  • Ensure compliance with EFL’s procurement policies and relevant regulations.
  • Approve project variations and changes within delegated authority.

Team Leadership & People Management

  • Lead, mentor, and develop the PIU team to build high-performing project and engineering capabilities.
  • Foster a culture of accountability, collaboration, safety, and continuous improvement.
  • Oversee workforce planning, recruitment, and succession planning for project roles.

Stakeholder & External Relations

  • Manage relationships with government agencies, regulators, landowners, consultants, contractors, development partners, and community stakeholders.
  • Provide high-level project updates, briefs, and technical advice to the CEO, Executive Management Team, and Board as required.
  • Represent EFL in negotiations, project steering committees, regulatory discussions, and community consultations.

Quality, Safety & Compliance

  • Ensure all project activities comply with EFL's Health, Safety & Environmental (HSE) standards, national regulations, and international best practices.
  • Embed quality assurance and quality control mechanisms in all project phases.
  • Lead incident investigations and implement corrective actions where required.

Key Requirements

  • Bachelor’s degree in engineering (Electrical, Civil, Mechanical, or related field).
  • Minimum 10–15 years’ experience in major infrastructure or energy project management, with at least 5 years at a senior leadership level.
  • Proven experience delivering complex, multi-million-dollar engineering projects.
  • Strong financial, contractual, and procurement management expertise.
  • Demonstrated leadership of multidisciplinary project teams.
  • Professional certification in Project Management (PMP, Prince2, IPMA, etc.).
  • Experience in the energy/power utilities sector.
  • Understanding of Fijian regulatory frameworks and land management processes.

Additional Requirements

  • Valid group 2 driving license in manual transmission.
  • Willingness to travel to project sites across Fiji.
  • Ability to work extended hours as required by project demands.
