VAC 123/25 – MANAGER PROJECTS HYDRO - PIU
The Manager Projects Hydro is responsible for managing the planning, execution, monitoring, and projects within Energy Fiji Limited while reporting directly to the Project Director of Project Implementation Unit. The role ensures projects are implemented safely, efficiently, and within approved time, cost, and quality parameters. The Manager Projects provides technical leadership, coordinates multidisciplinary teams, manages contractors and consultants, and ensures that all project activities meet EFL’s engineering, environmental, and regulatory standards.
Key Responsibilities
Project Planning & Coordination
- Lead detailed project planning for hydro projects, including scope definition, scheduling, resource allocation, and budgeting.
- Coordinate hydrological, geotechnical, environmental, and engineering feasibility assessments.
- Assist in development and review of project designs, technical specifications, and tender documentation.
Project Implementation & Monitoring
- Oversee day-to-day execution of hydro project activities including civil works, electromechanical installation, transmission/connection works, and commissioning.
- Conduct regular site inspections to ensure compliance with engineering standards, contract requirements, and safety procedures.
- Track project progress using KPIs, schedules (e.g., MS Project, Primavera), and reporting tools.
- Manage project risks, issues, and variations, escalating critical matters to the Project Director.
Engineering & Technical Management
- Work closely with engineering teams to review designs, manage design changes, and ensure fit-for-purpose technical solutions.
- Monitor construction quality through QA/QC processes, testing, and inspection protocols.
- Assist in commissioning planning, testing, and handover of hydro schemes to operations teams.
Financial & Contract Management
- Develop and monitor project budgets, forecasts, and cost-control measures.
- Oversee contractor performance, claims, variations, and adherence to contractual obligations.
- Support procurement activities, including tender evaluation, contractor negotiations, and contract administration.
Stakeholder & Community Coordination
- Liaise with landowners, community groups, Government bodies, and regulatory agencies to ensure smooth project delivery.
- Support land acquisition processes, community consultations, and resolution of grievances.
- Prepare progress reports, briefs, and presentations for internal and external stakeholders.
Health, Safety & Environmental Compliance
- Ensure full compliance with EFL’s HSE guidelines and relevant statutory requirements.
- Monitor environmental mitigation measures, sediment control, river flow management, and biodiversity safeguards.
- Lead or support incident investigations and implement corrective actions.
Team Coordination & Leadership
- Supervise and guide site engineers, technical officers, and contractors.
- Promote teamwork, continuous improvement, and adherence to EFL values and safety culture.
- Support capability development within the hydro project team.
Key Requirements
- Bachelor’s degree in Civil, Mechanical, Electrical Engineering, or related engineering field.
- Minimum 5–7 years’ experience in major infrastructure or hydroelectric project implementation.
- Strong understanding of hydro project components (dams, weirs, tunnels, penstocks, powerhouses, turbines, generators).
- Demonstrated project management experience in multidisciplinary engineering environments.
- Solid contractor/supplier management and site supervision experience.
- Project Management certification (PMP, Prince2, IPMA, or equivalent).
- Experience with hydrological analysis, geotechnical investigations, and environmental management.
- Knowledge of Fijian regulatory requirements, land laws, and environmental frameworks.
Additional Requirements
- Valid group 2 driving license in manual transmission.
- Willingness to travel to project sites across Fiji.
- Ability to work extended hours as required by project demands.
