VAC 13/26 – MANAGER LAND AFFAIRS (CENTRAL)
The position will be based at the Energy Fiji Limited’s Head Office and will report to the General Manager Special Projects.
Position Purpose
The Manager Land Affairs is responsible for leading and managing all land-related matters for Energy Fiji Limited, ensuring secure, compliant, and sustainable access to land required for EFL’s electricity generation, transmission, distribution, and other operational activities. The role ensures effective engagement with landowners, government authorities, and stakeholders while safeguarding EFL’s legal, commercial, and social interests.
Key Responsibilities:
Strategic & Operational Management
- Review/update or develop and implement land acquisition, leasing, and access strategies aligned with EFL’s corporate and infrastructure development plans and interests.
- Provide expert advice to executive management on land tenure, easements, wayleaves, rights of access, and land-related risks and suitable solutions.
- Ensure land availability and security for existing operations and future projects.
Land Acquisition & Tenure Management
- Manage negotiations for land acquisition, leases, easements, and wayleaves with landowners, mataqali, trusts, and government entities.
- Oversee compensation assessments, agreements, and timely reassessments and renewals, in accordance with legislation, agreements and EFL policies.
- Maintain an accurate and up-to-date land leases, titles and wayleaves register and documentation system.
Legal & Compliance
- Ensure compliance with all relevant legislation, including land, environmental, and planning and land use laws applicable in Fiji, and funding agency requirements.
- Liaise with Legal Counsel on disputes, claims, litigation, and risk mitigation relating to land matters.
- Support due diligence for new projects, acquisitions, and divestments.
Stakeholder & Community Engagement
- Build and maintain strong relationships with landowners, community leaders, iTaukei Land Trust Board, government ministries, and local authorities.
- Lead consultations and engagement processes to support project approvals and social licence to operate.
- Manage land-related grievances and disputes in a fair, timely, and culturally appropriate manner.
Team Leadership & Performance
- Lead the development, review, maintenance, implementation and evaluation of the operational plans, policies, procedures and frameworks that govern the business function;
- Set meaningful performance and development goals and behavioural expectations, linked to business objectives;
- Lead, mentor, and develop the Land Affairs team to deliver high-quality outcomes
- Set performance objectives, manage workloads, and ensure compliance with HR policies and values.
- Foster a culture of professionalism, integrity, compliance and accountability.
Financial & Reporting
- Prepare and manage land-related budgets, forecasts, and cost controls.
- Oversee delivery of contracts related to land management matters
- Ensure timely and accurate reporting to management and the Board on land matters, contract agreements and risks.

- External: Landowners, iTLTB, Government Ministries, Local Authorities, Legal Advisors, Consultants, Funding Agencies
Qualifications & Experience
Essential
- Degree-level tertiary qualification in Land Management, Property, Law, Surveying, Planning, or a related discipline.
- Minimum 12 years’ continuous experience in land management, property, or land acquisition, with at least 5 years in a managerial role.
- Strong knowledge of Fiji’s land tenure systems and regulatory framework.
- Proven experience in negotiation, stakeholder engagement, and dispute resolution.
Desirable
- Experience in utilities, infrastructure, energy, or large-scale development projects.
- Postgraduate qualification or professional certification in a relevant field.
